Any way to create save files with any 2 characters?

I know its possible, Booted up character randomizer for a save file and it saves the 2 characters, is there any way to do this manually? with a mod or a bit of savefile editing?

Make Sure You First Load With Sonic Or Tails,
(Or Any Mod With Pairs)
Also Make Sure You Clear A Level With The Pair You Want So It'll Save.
