Invalid CECHOFLAGS keeps being reset in CTF games

No matter what you set for CECHOFLAGS, when playing CTF, the "(name) has captured the (color) flag" message always seems to reset it to 0.

Cechoflags is sort of meant to be set every single time you set a cecho in the first place...
