What are you refferring to? How the sprite looks against the fence? How the fence looks against the background? I really don't get what you're trying to do here......
Go to linedefs for the sector containing the fof. Add main texture with the lower unpegged flag. Then make the y offset x units where x equals distance from sector floor to fof cieling.

Also, it'd be awesome if you could tell me any fan/player-made game modes you know of. You know, diver and the like...
For KOTH, what do you think of a circle with a hill in it? With sky and screnery behind it, and maybe some fore ground stuff. Heck, you might even want to put a flag on the hill.
Purple would work best if ya think about it (red + blue = yeah), but we know the color purple is nearly impossible to grasp in SRB2; at least for now. Black it is, then.
