You should be able to enable it the same way as any mod.
Also, the effect is pretty subtle so you might not notice it immediately, but it's definitely there.
Even if I update this shader, it won't work on Android until proper compatibility for custom shaders is available for it.

I REALLY like SRB2 and have been a fan since 2.0, just never made an account until 2018.

The Water glsl code is only referring to the Water textures, not what's inside the water. In order to do that someone must get deep into the coding and get access to the frame buffer, which can only be exported into a custom build (.exe), not a mod.
I'm not an experienced GLSL programmer, so I'm not sure what capabilities GLSL has over the renderer's colormaps. This is mostly a fork from Fickleheart's posterize shader, which flattens out the colors for flats and walls.

as of now im still trying to fix areas within the vanilla campaign for srb2, level mods arent going to entirely be perfect since the system im using for ripples isnt exactly practical.

To put it simply,
your game is now darkened and liquid planes are flat colored, making it difficult for you to pass the level. Your memorization is key.
Mod can only be played on Windows devices as it is a shader.
