After you downloaded the mod you wanted to use, go to the "SRB2 v2.2" file folder & place it in the "addons" folder & then after that, load the game & go to the addons menu & go to the "addons" folder & load it from there. Then, you're good to go!

I'm not sure if this counts as a fanbase or not & this isn't a game, but I'd say 4chan if we're talking communities. But an actual fanbase & game I'd say is Smash Bros.

Don't know about the screen, but for the models, check the folders & "models.dat" to make sure you have the models & "dats" for characters, enemies, etc.
