I think that you should load the mid-air curl mod before modern, but this can vary depending on the character, and the order in wich you have to load those mods might change depending on what those mods add in the moveset. I recommend testing it by yourself as thats the best way to find out, but...

No problem, but do know that when you use mods that add such gimmicks (or moves), you should make sure to know if the mod causes conflicts with other mods, and if so try to change the order in wich you load those mods, that might do the trick.

No it's not, the mod has a cut version of the song, so not all the lyrics are there. Just listen to both the version in the mod and the og version from the symphony and you'll know what im talking about.

Tweak idea: What if enemies dropped rings after taking them out? It should work this way: Regular badniks with 1 HP would give the player one ring, badniks with 2 HP would give the player 2 rings after being defeated, and bosses would drop 5 rings each 2 hits, with the final hit giving a ring...

Well actually i spawn the surfboarder the traditional way, collecting the jet ski gear token n all, but since the console command is easier both to execute and to explain, i only talked about the command.

To do that, you'll need to have loaded the rushchars addon, and then, while playing with sa sonic, type in the console "sanoquakes surfboarder" and it'll spawn near you.
