I'm not too keen on character making but I'm pretty sure the reason is because all your sprites are in PNG format. I haven't made a character but I assume BMP is the proper format. Anyway this page on the wiki might help in some cases (Dunno) but just for future use I'm linking it anyway...

I don't really have vista so I'm not totally sure what I'm saying but have you tried right-clicking "BuilderSRB2.exe" and clicking "Run as administrator"? if that doesn't work try re-installing it. FYI I keep my builder in a different folder then SRB2.

Maybe co-op should be limited to about 3 Players at a time? Each player is forced to be a specific skin like Player 1 Sonic, Player 2 Tails etc. Maybe the host can change them with a new host command or something... Don't really know how wads would work though... I don't think removing them...
