I believe portforwarding for public hosting in SRB2 only works through UDP. However, if removing the TCP portfowarding doesn't help, it's possible your router unfortunately cannot portfoward the game. This is only my two cents, as I honestly can't troubleshoot much in terms of stuff like this.

This mod's last update is almost 3 years old by now, and the music slot functionality in SRB2 was changed some time ago. That may be the cause. So unless the mod gets an update for that, there's no other way to fix that. I should stress that I'm not entirely sure if this is the cause, it's just...
