but there wern't rings scatered...his punch was powerful enough to make sonic lose his rings
The factor surprise is the key thenI like to say that since he only recently harnessed the power of the emeralds, he's still getting used to and learning what he can do with it. (Being more efficient with the energy and his movements and whatnot.) And because he's adjusting to the newfound power, his form is slightly unstable, and he can't hold on to the emeralds as well as he can now. (As it would take a really powerful blow to knock Sonic out of his super form.) And so, with a well-placed attack, Knuckles was able to knock the emeralds out of Sonic.

sonic 3 actually does take place right after sonic 2Here's my theory-
SNK3 takes place immediately after Sonic 2 so that means that Sonic isn't that experienced with the super form so when he carelessly goes super and flies into angel island Knuckles was able to time his punch just right because super Sonic let his guard down thinking his invincibility will do the work for him, also the master emerald is the equivalent to the seven chaos emeralds so Knuckles has way more experience with the emeralds than Sonic because Knuckles has protected the master emerald for his whole life.
