I was playing with the BuddyEX mod and whenever I switched to Shadow there would be a Sonic that would randomly appear and not move.
Creepy...

yeah that happens to me too, he just stands there menacingly and not move, but he stands there, no matter what character im using

same with me. i was doing a skin nuzlocke my rules were: if one of the base characters die i have to remove them from my party and switch to someone else. i used the buddyex mod to make this simpler so i can switch on the fly and have a visual of how many lives i have left. i also had WTFsonic on to make it a bit harder since im too good at the game (thats not me flexing im just sad that im really good at the game my sense of wonder has vanished :[ cant wait for 2.3 to make me forget my old save data and have that sense of wonder again) so when i switched to someone who wasnt sonic and i run away from the bots and they respawn they spawn with an extra sonic who just walks in one direction and continues to walk in that direction until he hits a wall or i run away from him and despawn him. now i thought this was because of WTFsonic which replaces the enemies with sonic characters that run around and shoot rings but looking at your post i guess its a buddyex thing. now i was playing with my sister next to me so we dubbed him future sonic voiced by my sister and as him she basically told me that all of the bots will die cause hes from the future so he knows this now but my sister didnt think this would actually happen cause i was doing very good i hadn't lost a single skin so we just kept making the joke that this sonic is not actually from the future and hes just being silly until eggrock where guess what? all of them died in stupid ways because of my stupidity and cockiness so she was accidently right but all except for sonic we didnt lose him yet and i managed to beat the final boss without losing him. did i have to tell the rest of the story? no. could i have just stopped at the part where i thought it was WTFsonic doing it but it was just a buddyex thing? yes. but i told the story anyways cause idk i thought it was fun.

That extra sonic doesn't walk, he just stands there. and what i walk up to him it's just the same, but he looks at me wherever i walk while using 3d models, he acts like if he was 2d (sidenote: someone might make a myth about this)

thats odd guess the WTFsonic maybe did something to mine which makes him walk. i also didnt have 3D models on so i didnt see the staring but ye daz creepy. also i can see a creepy pasta basted off it i think i made a joke about that in my nuzlocke.
wehn i booted up my copy of sonic robo blast 2, everything seemd normal until, i made it to deep sea zone, another sonic appeared and just stared at me, but when i went twords him he just ran away and disaperd. this is a rel story dont play srb2 at 3:00 am mostly because thats way past your bed time and you should really go to bed, why are you playing srb2 at 3:00 am go to bed.
the spelling mistakes were mistakes at first but i kept them because it fits lol. but yeah its just a creepy bug, from my experience he doesn't do anything besides the stuff we described so hes harmless.

this happened to me like a month ago when i spawned at gfz after that another sonic appeared when i was switching characters and it acts like a normal bot (and it copies my moves every time when i do something) though i was like yea thats normal even though its not on my team

huh interesting. maybe its that whole "the metal sonic boss is a manifestation of all SRB2 AI"... whatever that means idk ive just heard that from the SRB2 iceberg and havent found anything explaining it maybe its related idk probably not.

no what's happening is when you start the game as sonic that sonic standing is the original sonic so when you switch to a different the original sonic just appears to be sitting there

Yep, almost exactly what happens.
That Sonic is the Sonic bot that spawns in alongside you whenever you pick Team Sonic. That Sonic bot is hidden and made unable to move while Tails and Knux spawn in as buddyBots.
But that character choice doesn't intend on you adding any additional bots, so if you add, say, Metal Sonic to the mix and swap to him, the check for when you're playing as Sonic, Tails or Knux and the bot is Sonic fails, making Sonic visible again.
