can you play local wireless on the same network?

Yes, just have the device that will connect to the server connect using the local IP address of the server, instead of the public ip address.
 
If it's local network "connect any" in the console should work.
If you really want the IP go to the internet tab and go to details.
 
This is very helpful, but it only works with all devices having a full internet connection. Is there a method that doesn't require an internet connection?

My network has a captive portal. So I can use WiFi, but I have no internet connection because it's paused. I'm trying to find a method to play local wireless multiplayer without an internet connection. Like MK8D and MKDS.
