I think that Sonic 1 is still a pretty enjoyable experience, it is just that the games that came afterwards have more to offer, because they expended upon what they made in Sonic 1. You should now be able to access both maps at anytime and without needing a complete SaveFile. Removed both maps from Record Attack (since it is useless to have an unbeatable level there)
