Easiness is subjective, but in general I would agree that maps are the best thing for beginners to attempt. Making a good map, however, is quite hard and takes a lot of devotion, patience, and creativity.
 
I agree. In order to create a character that's even playable you have to create 170+ sprites. Not to mention that in order for it to be good, it must be shaded properly, animate smoothly, fit the SRB2 style, and actually do something interesting.
 
Well, hey, a good map being a good map depends I guess on the feedback it gets.
People who like almost any map (I'm one of 'em) are nice, but maps couldn't be rated without hypercritical people.
 
Yeah, feedback is a window to people's perception of the quality of a level; it isn't the quality of the level itself.

I have a feeling that it will be maps.

This cannot be answered with but a single thing. Anything is easy to make poorly, from a map, to a character WAD, to a new console command, to a (*cough*) music pack. Doing any of these well is less simple, however I'd have to say one of the easiest things for an SRB2 newbie to create well would probably be a map.

Cake: PassKey WAD
Easy: Music WAD
Simple: Timer Soc
Time-consuming: Map WAD
Difficult: Level Pack
Challenging: Decent SOC
Hard: Character WAD
Extrahard: All the above at once.
Hellacious: EXE-mod

From personal experience, I find designing levels to be a very easy process. Once you understand it, you can design maps and add gimmicks with relative ease.
How well you do depends on your skills, but there's some things that should just be common sense.

Characters are incredibly hard to make due to the limitations of the palette and character balancing system, and because of the massive amount of sprites that are required.

Hey, they're just trying to be nice.
No, they just have low standards and love anything that comes their way.

And frankly, it's not nice to call them random idiots.
Is there a more-fitting term to use for it?
I'm sure that a lot of people on this site would agree with me saying that the Master Server is full of idiots.

You can critisize a map, but saying it's straight up bad is just mean.
And the "idiots" on the Master Server know that.

I'd hate to be a noob but what's a PassKey wad?

EXE mods are not really hard to make in that sense, you just need to learn a programming language, which takes a lot of time. From that point on, the difficulty depends entirely on what you want to do.

Not at all. If a map is bad, you should tell the person who made it it's bad. Euphemisms don't help anybody.

It's not mean. Do you know what criticism is?

Making an EXE is easily the most difficult thing to attempt to do for the general people, since most people here don't have a fucking clue as to what you're meant to do.
