When you use the paint bucket or make a selection with the magic wand, there's an anti-aliasing checkbox (well, it depends on what you use). If you leave it checked, it also selects/fills colors that are close to that one to make the picture seem more smooth, though with spriting it usually does the exact opposite.
Turn anti-aliasing off if it's on.

Oh yeah, don't quote what I said because I'm not 100% sure.
