Lots of games were rated "The best game of all time", but usually it's just in that certain genre. For example; Parappa the Rapper is considered the best rhythm game ever created, simply because it started the rhythm genre of gaming.

But It has to be a very good game. You can't just say this the best rhythm game ever because it was the first rhythm game that we seen in ages.
