Spawning Monitors in Single Player?

Hello there! I am having an issue: I recently found out there are the elemental shields from Sonic 3 & Knuckles in this game, and I want to use them. Is there any way I can spawn a monitor in Single Player (or multiplayer. If I can only do that there) that contains one of the shields? I literaly have no idea.
