He's lying, as Shadow Lugia can only be obtained in one Pokemon game. That Pokemon game is Pokemon XD gale of darkness, as mentioned before.

Well, if you were to edit the pallet, that probably would work, but I don't know squat about code generating. D: And I don't know if it would be 100 lines long or anything like that... But you'll only be able to edit the color, for the most part, If you figure out how. :p
