The master server staff can only prevent people from hosting on their master server, or probably prevent the master server browsing.
They can't ban people from joining servers, as that's an action that doesn't utilize the master server.
Server owners have tools to their disposal, namely banning the offender.

@Rapidgame7 is correct. We can't do that, we can only ban users from hosting games on the master server. You're going to have to talk to whoever is running each server to get them banned.
