I can't make a sound wad. HELP!

I had added an ogg song from UT2004 which is pretty long and detailed. It ran perfectly. But I did it from XWE.
 
DarkWarrior, could you post a link to download Sound Recorder?
I looked on google and could not find anything of the type.
 
*sigh*

It comes with every Windows OS.
Search for it using the search feature available in Windows.
