How to turn a pk3 into a exe file?

I need help, i'm trying to make a mod and trying to turn it into a exe. Does anyone know how to do that? Or does it not work like that?

Pk3 is an extention of an exe, it won't work. It's like saying how to turn a jpeg int an apk.

You can hardcode it to autoload a pk3 and you’ll have to build the exe but it will still always need the pk3. The source code contained in exes contain no game files but only code telling the game what to do with them.
