How do I make a Custom Build so I can directly modify P_User?

Just as the title says. I have MSYS2, but when I try to start building I keep getting an error message, so maybe someone on here could give me a more detailed explanation on what I'm doing wrong. I followed the instructions on (https://wiki.srb2.org/wiki/Source_code_compiling/Makefiles#Windows) all the way to this point:

but once I press make, it says the directory it's looking for doesn't exist.

I tried Cmaking, but it had a similar result to MSYS2 in that it pretends the folder I just made doesn't exist.
