It never evolves into anything, it stays the way it is for eternity. Still awesome, though. ^.^

You need a GBA, Phantasy Star Online, SAB:2., and a GBA-to-GCN cable.

It's a long and lengthy process, involving hitting a certain one of those yellow penguin-type monsters in the Forest stage (So what if I don't play PSO that much?), as well as other stuff.

Google it up, if you want the exact procedure.
