What is the standpoint on copyrighted sound effects in character addons?

Dear Ring Racers Community

I'm working on releasing a character pack of 5 OCs (the ZIP file attached contains the characters) , with character ideas and voice lines coming from different family members. When it came to doing the voice-lines, they wanted to add some fun sound effects on top of their voice lines these are as such:
(the brackets are the names of the characters that use them)
Metal Pipe Falling (Cyan & "Cyan Colourless")
La Cucaracha Horn (Duncan)
Price Is Right Losing Horn (Isabel)
Loud Airhorn (Isabel & Duncan)
Rayman PS1 - Oh No! (Cyan)
An accapella rendition of Ride of The Valkyries (Isabel)
And a constant commentary of Justin Berti from Mario Kart Arcade GP 2 (Rose)

If I were to submit these to the addons forum, would I need to have (some of) these removed/ replaced before submitting?

Plus, where do I go to submit this, once I got this figured out?

Also also, "Xena" hasn't got any voice lines, and is defaulted to Sonic for now, would it still be acceptable to upload this to the moderators if I were to add the voice lines for "Xena" later?

Copyright voices/sound isn't a concern, we understand most people aren't professional sound mixers/voice actors and any source is better than no source.
