what is the best program to edit srb2 sprites?

so i have been thinking about making a srb2 mod related to tf2, but i haven't found any good editing softwares to change srb2 sprites, do you guys know any good program?

i think any program will do, but its probably best to get software that can export images with an alpha layer. maybe something like paint.net will do well, since its free and supports layers.

im not sure really, but if you have SLADE you can extract srb2 gfx as png
just right click the object and export it as a png
