Posting new thread in Miscellaneous not allowed?

Ok, first when I try to make a thread on Release -> Miscellaneous to post my Md2s for 2.1...... And I can't, it's says because one of these cases, that I want to modify a thread of someone or that I don't have the sufficient privileges to post something?.... you got to be kidding me. I don't know, and the other case is because my account is deactivated or awaits activation. Please HELP.

Your release needs to go through a "judgement" before it is finally put into the releases. As to where you post your thread first, that would be the submissions forums.
