I'm wanting to make a mod for SRB2 2.1 so I do not know which is the right program to do this can someone help me?

What do exactly mean by there...?

All you will need is... to modify srb2 source code, You can do a copy of things that are in the src folder and rename their extension to txt.
After, I have no idea on how to compile them. (Also, if you suck at Lua, do not even try this, there are more than 1000 lines for a function such as hud_draw in the source code)
