I'm having trouble with putting in add-ons

I've been trying to put an add-on into Ring Racers And I don't know what I'm doing wrong. I have an add-on folder but the game can't seem to find it when I go to add-ons

I'm on a Windows. The add-on folder is in the same folder that I keep All the other files for the game And I simply call it "Add-ons"

"add-ons" is not correct. Use "addons", that gets auto-created if you download mods from an online server anyway.
Don't extract pk3s, that will never be necessary.
