how do you make videos and gifs?

ive seen on some posts for addons and more there are gifs to showcase characters moves and etc, but how do you make a gif yourself?

Press F9 in-game to record GIFs. They'll be saved to the movies subfolder of your SRB2 folder.

SRB2 itself has no means to record full videos, so you'll need recording software such as OBS for that.
