I think Mystic removed it. If it hasn't been taken out, it's been moved somewhere else, because I can't find it.

After cracking it open in DB, I find that the 8th emerald lies in a zone called "Starlit Palace" I think. It's just a big tower with the emerald on it and the end brings you to Jade Coast zone. o_o

The 8th emerald is in fact in the WAD, but you can't access it. You have to cheat your way in.
