Online-Safe Heavy Hotfix

Saw SuperMarioGamer's notes about how SOCs can desync online play (go download their Heavy too while you're at it), so I whipped up a quick lua version of my Heavy that is safe for online play. The original version has been renamed to DC_TF2Heavy_TimeTrialSafe.pk3 while the online version is DCL_TF2Heavy_OnlineSafe, the online safe version has also been added to the DCL version of the character pack.

Return of the King

The corpulent captain of the cranky crocodiles is back to seize his finest hour. Other changes include:
Gave Captain Falcon an alternate version that has SNES noises for the engine as well as fixed some sprite offsets.
Heavy is back down to one version since apparently lua characters can be used in Time Trials. Also removed the non-lua version of the character pack as well due to Heavy always having lua now.
