Advertising, without trouble?

Does anyone have any suggestions on how to get a working community on my new forums without breaking rules? Most forums don't allow people to advertise websites, so how could I get anyone to come by?

Sik has it. Signatures are the only valid place to advertise. That's pretty much what's they're for. Also, you have a place to put your website in your profile.

Also, a lot of forums have a spam section where you can post random garbage. Well, actually, not a lot, but some. It eats up bandwidth, but hey, if they allow it, go for it. I know the Mobius Forum does, at least at last count, but now Shadow Hog's gonna kill me for mentioning that. Oh well. I had a good run.

A spam section? Wow, a strange thing (for me). Hovewer, I know forums with a Random Stuff section (totally Random Stuff, as an Off-Topic subsection)
