Well, I guess the effect for the water is unkown for me!
What do you mean with effect? You need to make a control sector and make on linedef have type 120.

How do I set the linedef type? <:)
Right-click on the linedef and you should see two empty fields. The first is for the Linedef Type and the second is for the tag. The sector where you want your water block to appear should have the same tag.
