[SDL2] Mouse sensitivity is affected by game resolution in fullscreen OpenGL

Lower in-game resolutions have higher mouse sensitivity. I'm pretty sure it matches windowed OGL mouse sensitivity when game resolution equals desktop resolution. Mouse sensitivity is consistent in windowed mode on both renderers, and in in fullscreen on the software renderer.
