Invalid Base characters run speed all the same

That's intentional. The base movement stats of all characters are identical as of 2.2, both to make it more intuitive for players to switch between characters, and to make it easier for mappers to make stages that are guaranteed to be completable by all characters.
 
If you check Sonic 3 & Knuckles, all of the characters are the same speed in that game. The only difference between them is that the "slower" characters have to have their momentum dampened in order to use their abilities, while Sonic can continue going fast. SRB2 works the same way, except Sonic's ability enables him to go even faster rather than simply avoiding slowing down.
