The current plan is "bundled with 2.2, or following it like Chuckles followed 2.0 and FSonic followed 2.1 if we don't finish it in time".
 
I know people would disagree but would love it if Smiles was 2.2 exclusive only, i feel like it makes 2.2 much more special.

Yeah, he'd definitely have to be 2.2 only - he's using several new features in development that won't be backported to 2.1 by us.

"When it's done" is the best expectation - see my comments in the Suggestions topic for further info.

Also, yup! I think all the things he's using right now have been revealed in this or other threads, but I think I'll make a special post talking about all the things that go into him closer to 2.2's release. (also my name has no capital letter >:o )
