Fixed Modifications can affect the sky in the intro

If you put something like this in a WAD/SOC and load it...

MAINCFG CATEGORY
TITLESCROLLSPEED = 0
It affects the part in the intro where Sonic runs towards Greenflower City, making the sky still as he runs.
