No, the Wiki does not deal with that kind of thing. How to edit sprites is/should be common knowledge, and the Wiki really shouldn't explain how to use image editing programs.
The people could refer to many different groups, and usually means the majority. If you're talking about THIS community, then "the people" would refer to the noobs.
