Come on, it's _easy_ making GIFs and PNGs that are less than 10kb.
This is an 8-frame animated GIF image at 5kb.
This is an alpha-translucent PNG image at 6kb.
And of course there's the avatar I'm currently using (7.5kb). Basically, JPG compresses very small, but it also makes images look very bad. It uses lossy compression, while GIF and PNG aren't lossy. With the right tools, you can actually compress GIF and PNG images much further than with standard tools.
