Back on-topic, this has been asked before, but last time was some months ago, and this isn't you can find in the Wiki nor obvious, so I guess it's OK to ask for it again.
By the way, I think first they do the MIDI version and then render it with better instruments with the help of a synthetizer in the OGG version.

STjr doesn't compose music, Arrow composes music! *Shot* At least for SRB2.

On a serious note though, AJ basically tells me what stages he needs music for and I just... do them. It's kind of hard to explain the process of composing music in any way that's going to make sense; that's like explaining how people are inspired to draw random art. It kind of just happens.
As for the Oggs, generally AJ takes my midis and spiffies them up in his Korg. The audio effects turn out fairly similar to what I run the midis with in Yamaha XG (which people without XG won't hear); it's the better instrument patches that really nail home the upgrades.
Big Wave Dave is only on call the rare times where we want to put some actual electric guitar in something.
