Put the models and skins into a folder called MD2 (in your SRB2 folder, so it's "...\SRB2\MD2\", for example)
Get an MD2.dat (tutorial in either of the MD2 topics)
Load SRB2 in OpenGL mode, and type "GR_MD2 on" or "GR_MD2 1" into the console.

By the way, that image had three purposes.

1. That's not how you use MD2s in SRB2.

2. That's not how you ask for help. Nobody knew what you were talking about. Many people assumed you meant "How do I make MD2s for SRB2" because your topic was in Editing Help, rather than Suggestions And Help.

3. That's not how everyone else should have been helping him once it's clear what this guy meant by "How MD2 in SRB2". The trick is to be clear and helpful. I don't see why it's so hard for people to be helpful on these forums sometimes, here's an example of what usually happens:

New guy: "how to make charactors in SRB2?"
Sore ass: "No. Character Wads are too hard and you'll make a stupid recolor"
New guy: "no i make elf wad it wont be recolor
Sore ass: "Fine. Read the Wiki"
New guy: "whos wiki?"
Sore ass: "http://www.srb2wiki.sepwich.com/"
New guy: "i dunt no how 2 use wiki"
Sore ass: "Look for what you want"
New guy: "wut to do"
Sore ass: "Look for Character WAD"
New guy: "how i do dat"
Sore ass: "Figure it out"
New guy: "WTF I HATE YOU I LEAVE SRB2"
Sore ass: "What was his problem? I was trying to help him. I'm not going to bother anymore."
Sonict: "Perhaps a ban and a lock will take care of New Guy?"
And so on so forth.

Instead it should be like this
New guy: "how to make charactors in SRB2"
Nice guy: "http://www.srb2wiki.sepwich.com/wiki/Character_WAD"
New guy: "tyvm where to get xwe"
Nice guy: "http://www.srb2wiki.sepwich.com/wiki/XWE"
New guy: "thx i get it now im so happy i make elf wad"
Nice guy: "Happy to help."

You sure you need pictures for that? I don't even know how to depict that in pictures.

If you know then why do you need pictures?!
I think he's claiming he knows how to depict what I said in pictures. He probably doesn't know what depict means, considering this guy doesn't sound like he speaks good English.

You don't get it, Iestyn. I know what he is doing; you don't have to tell me because my reaction was so conspicuous that if you didn't know I was joking about the matter being absurd, you're either blind, you overlooked it for some reason, or just being ignorant. :|
