I believe the proper term is "Image Editing Program". I switch between MS Paint and and Paint.NET.

MSPaint, usually. When I need to work with PCX files, however, I turn to Gimp.

I never use anything other than Paint because I never do anything other than stupid little screencaps and edits.

This, pretty much. I use Gimp sometimes if I want to do a lot of editing, but generally I don't.

GIMP. I'll use it with Blender (http://www.blender.org) to edit my renders.

Paint.NET, it's like paint, but BETTER.
For example, I made this from this and this using Paint.NET.

It is a different type of Computer operating system, most known and possibly avoided for not being able to run .exe files(Except via a Windows emulator). You probably have a windows xp/vista.

Using MS-Paint and Paint.NET, dependent on what I need it for. Spriting or basic graphic work, Paint. Intermediate to complex digital work and some image touching up would be the job of the .NET version.
