I'm sorry to say this, but:

THERE WILL NOT BE AN SRB3. EVER!!

It may happen, but the possibility of it happening are 0.000000001 %

I'll doubt if the makers of Sonic Robo Blast and Sonic Robo Blast 2 wanna go further after this big project.

But if everyone wants it badly, and I have more then 2 million dollars, then you count on it that I'll be the proud producer of SRB3!

But that has only 1% chance.

BTW Someone can just make a level pack and name is SRB3.

But I would like it to use the GTA Engine
 
Giving an opinion when you know very little about the subject is dumb. The GTA engine is extremely UNsuitable for a Sonic game and would need more work than the Doom engine to get something even remotely like Sonic out of it.

Also, no. The GTA engine is a terrible idea. I'm suprised you can even JUMP in that game. Why not go for something decent, like the Half-Life engine? :/
