Character sprites are often green in the data files, because the greens are the default range of colors that get remapped when you change your color in netgames. Knuckles is red instead because his shoes have green in them, and he's set to remap those reds instead of the normal green. Anything that has different color varieties will be green in the data files for this reason.

But is there anyway to change the color of the sprites?

You could make a copy of the sprite and place it in a blank wad file (so you don't accidentally modify player.dta or something), manually recolor the greens in Sonic's sprites to the blues used in-game, and then export the modified sprite as a PNG.

This page here may be helpful for reference: https://wiki.srb2.org/wiki/List_of_skin_colors
Remap each of the 16 colors shown there for "SKINCOLOR_GREEN" with the 16 colors shown for "SKINCOLOR_BLUE" - the numbers follow the ordering of the colors in this image: https://wiki.srb2.org/wiki/File:Palette.png (or I could just tell you 226 is the third shade in the blue section of the palette)
