When ever I start up my computer at my dads it will not let me use my anti virus software, it won't let me use my browsers to get help, and it has disabled Task Manager. Also whenever I try to start up safe mode it sends a error and stops. Also it is pretending to be a anti-virus software.

Try using Malwarebytes' Anti-Malware and see if it does the job.

I experienced a similar problem recently, regarding a fake antivirus, and this took care of it completely.

I cant access the internet. It gives me a fake warning message when i use firefox and internet explorer and they don't start. So ya I can't get any thing from the internet.

Save the .exe to an external device, plug it in to the other computer, and install the program from there.

Yes but I have no external devices to use at all.

Sounds kinda like Conficker, but disables the browser.

See if you can get someone you know to burn you a Linux LiveCD (Ubuntu or something), then play Operation on the Windows partition of your hard drive in that.

...you might want to invest in a USB drive? They're between 5-10 bucks retail.
