Actually, I heard a fang is a sign to show aggression. And there is a bunch of aggression in that shot. Edit Oops didn't see that this is very old.

He isn't, it's just some characters have large canines. Ther are five characters I believe who have this:
Shadow, Sonic, Silver, Rouge and Knuckles.
If you on't agree with me on Rouge, play SA2 again.
