How do you make a mod? Im trying to make one but i dont know what to use can someone put a tutorial up or something?

Tortured Planet isn't any different from this.
(aside from the unlockables and such, but those things are documented on the wiki)

If you mean replace the title screen graphics, then you can do this with XWE
And to change the HUD, you have to use SOCEdit to edit the coordinates on-screen
