Isolated Case (SDL2) Audio Issues in 2.1.12

I'm using the regular SRB2win.exe with OGG music, and in certain parts of stages (heavily so in THZ Acts 1 and 2), the music starts tearing and becoming distorted, this did not happen in previous versions of 2.1. In THZ Act 2, it got to the point where the music would freeze for a few seconds (the gameplay ran smoothly) and then quickly catch up again.

EDIT: I should note that this happens regardless of what render i'm using, direct draw, opengl, or what the normal srb2win.exe uses. Also, the audio lags MORE if I set a higher resolution, despite the game running at a perfect 60 FPS.

EDIT2: Just redownloaded the patch, It's fixed in OpenGL, but not software mode on the SDL2 EXE. DD works fine though.

What hardware do you have? Can you try the game on any other computer you might have access to?
 
I'll try getting on my dad's laptop, but for now here's my computer's specs:

OS: Win 7 Home Premium 64 bit
Processor: Intel Core 2 Quad CPU
GFX Card: NVIDIA GeForce 8800 GTS
Audio: Windows High Definition Audio Controller

If you need any other system related things just specify them

EDIT: I am unable to reproduce the sound lag on my dad's computer, however, the game lags visually in the same sections, with or without OGL on, and using either exe.
