How do I make water with moving cieling like in sandy beach?

Ok, what i need to know is how do i make a water block like a floating platform with the cieling moving up and down? Just so I can improve my latest beach battle zone.

EDIT: i've seen it done in sandy beach
 
It is in the right place. Sorry, but I don't know how to do that either.
