Does "Disable 2D" affect the whole sector or just the amount of the control sector

I mean is it possible for a player to go over "disable 2D mode" without disabling it?

Uhm..........you might need to be a little more clear. "Disable 2D mode" changes your GAMEPLAY not the sector. So once you use it you'll go full 3D. No exceptions.

Except if the level's typeoflevel has 2D mode set, which renders the Enable/Disable 2D mode specials useless when in that mode.

I am talking about does Linedef Type 433 and 432 affect the whole sector or just the amount that the control sector is. I tagged a sector to lindef 433 and have the control sector height lower than a fof platform. When I go on the platform, I go into 3d without having to be in the range of the control sector height.

The floor and ceiling heights of these linedefs don't mean anything. They always affect the whole sector. If you want it to take effect in part of the sector, put an invisible, intangible FOF (Linedef Type 223) in the sector and give that the Disable 2D Mode effect.
