Do you mean changin the character color in-game, or make wads recolorable?

To give characters like Sonic, Shadow, Metalsonic and stuff a differen't color, type in console: color red/blue/black or whatever color you like.

To make a new wad recolorable, change the startcolor to 112.Remember to ALWAYS make a character green in sprites, otherwise it won't be recolorable. (unless you are profesional in this kinda stuff)
 
wat i mean is when u made super mystic sonic.wad u recoloured sonic. changeded his shoes and added pattens on him (sort of)

Anyway, what you need to do is use XWE to extract all the sprites from Sonic.plr, and you have about 200 Sprites to do with as you please.

Uh...sprites don't need to be green at all, SMS. They can be any color you want. Just make sure you change the startcolor and endcolor accordingly.

He's saying that because it's not that easy to teach new users how to use Startcolor.
